Provide advisory support to the Uganda Revenue Authority (URA)

Objective:

Provide advisory services in three specific areas, namely:

  1. Data – Enhancing utilisation and realising the full potential of data systems, adapting and simplifying system processes;
  2. Stakeholder – Strengthening stakeholder engagement to increase the potential for voluntary compliance by making it clearer and easier for different stakeholder groups to meet their tax obligations and engage with both the Ministry and Revenue Authority; and
  3. Compliance Environment – Provide an enabling environment that encourages compliant behaviours and managing risks through transparent and fair activities.

Scope:

  1. Reviewed the URA eTax system(s) with a view to identifying issues that undermine the integrity of the systems/Data and recommending remedial actions/approaches for cleaning, including process and policy changes as well as actual cleaning actions.
  2. Reviewed existing practices for returns examination including; the taxpayer assessment regime, risk analysis, the processes, procedures and tools under use , advise on the gaps and remedial action and help establish a returns examination programme that includes mentoring of appropriate staff and assist with communication/stakeholder management
  3. Reviewed existing skills and knowledge of returns examination team staff appropriate to roles and responsibilities and identify capacity building in technical knowledge and skills. Develop specific knowledge transfer areas and tool development.
