Formulation of the support to the doing business reform programme, Ethiopia

Objective:

The Ethiopian Investment Commission (EIC) officially submitted a request to the European Commission for financing support for improving the public service delivery through automation of critical services (e-government service provision) as per international best practice. The request from EIC also included, institutional capacity building support that will be provided to all implementing agencies aimed at increasing readiness for technology solutions (e-government service provision).

Scope:

Possible areas of intervention for the e-government service provision include:

  1. Starting a business: Full automation of the Online Trade Registration and Licensing System with rollout to regions and effective integration with relevant agencies.
  2. Construction permit: Online construction permit issuance system.
  3. Registering property: Online property registration system, Digitization of title deed records and land plots.
  4. Getting credit: Collateral registry and credit information systems.
  5. Paying taxes: E-tax filling and E-tax payment system.
  6. Trading across: Electronic single window system.
  7. Enforcing contracts Electronic case management system and fully automated court process at the Supreme, High and First Instance Courts.
  8. Getting electricity: Online system for service application, automated system for measuring service quality, GIS system.
  9. Investment service provision: Online investment permit, licensing and administration system at the EIC that is interlinked with regional investment commissions and federal agencies.
